Collection Books, Seems to be not working or I am misunderstanding it?

Hi,
I was able to slot a few items already but not sure why some won't let me. For example, I have two assault rifles in my schematics tab. One is a level 3 of 10 (copper striker) and the other is level 1 of 1 (Handmade Assault Rifle)

Is there any particular reason why I can not add the level 1 to the collection. Are there sill tiers needed to add certain items to the collection book? Right now, I have zero item added to assault rifles.

I am new to the game, only played a little so far so still trying to get an understanding of all the menus and progression. Seems like this game will have a lot of playability, love the progression concept so far, just don't fully understand everything yet.

Just as side note, I do have the recycle unlocked in skill tier 1. I did see another icon that was recycle but that referenced hero's not weapons.
